I know that all signal maintance staff that to a have sound working
knowledge of safeworking partially the lifting of locks in signal boxes
& the removal of staffs from their machines (when staff where in use in
Victoria ) The rule that covers this was rule 93 and both the fitter &
signalman was responsible for the safeworking while this rule was inforce(
red lining the block recorder book). I use to balance the staff between
Newport & Sunshine, Brooklyn & Tottenham .
