The genral ruling seems to be that any land between the fence line is
considerd to be Victoria, therefore , Victorian Enginemen do not have to be
qualified in any N.S.W. safeworking, also, David Bromage, how do you
explain broad gauge equipment running into Deniliquin if they are not
certified to operate in N.S.W.

Another example is Albury, the signalling, and safeworking are unique to
that station and enviorans alone.
