Roads generate traffic?

John,

Belatedly going through some unread old mail, found some discussion between
you and others (see cc) re the old and ongoing debate about whether or not
the building of new roads generates more traffic. You may be interested in
an article in "New Scientist" 07/01/95 in which the UK Department of
Transport had allegedly been fiddling its figures, it being anxious to argue
that new roads solve the problem of traffic congestion instead of
contributing to it. I seem also to remeber a subsequent article in a later
edition of the same magazine that referred to some independent research
which had confirmed the anecdotal experience (from yourself and others) that
traffic always seem to expand to fill the road system, no matter how many
new roads are built, and old ones widened. It's always the way, but I
cannot seem to lay my hands on trhe subsequent article, in order to quote
it.
