Port of Brisbane dual gauage thingy

On the way to work today, I noticed a Daihatsu Rocky in vaguely AN colours
rolling along the narrow guage on the PoB line at Morningside. I've observed it
before and thought it merely some kind of track inspection hirailer or
some such, but this morning I noticed for the first time some sort of
apparatus on the front of this beasty squirting steam or fluid of some
kind onto the rails. It's got writing upon the door sides, but my eyesight is
crappy enough standing still, never mind fifty kilometres per hour.
Any clues?
Oh yes; Thanks to the correspondents who answered my last query regarding
IMU's on the Cleveland line.
