For safety at level crossings, IMHO they can never be too loud.  Reason
is that modern cars are so well insulated against exterior noise that
motorists won't hear them coming.  Try it yourself, sit at a level
crossing with your windows wound up, radio on (even only moderately
loud) and air-conditioning blowing.
