Freight on the Flyover



G'day, 

while heading for Geelong on the 11:55 pass this morning, noted
NR97+DL48 shunting a lengthy freight consist across the North Melbourne
SG flyover (i.e., they were pushing it back towards Dynon, and they had
not runaround the train).  What were they doing there?

Must be a popular loco combo, because later on the same train I saw
NR90+DL38 on an up steel through North Shore at 12:50.
