The main times when rail has improved in SA have been when voluntary
groups such as SteamRanger have made them happen!
As for standardising (bastardising?) the Victor Harbor line, there would
be little or no point. One or even two passenger (read Tourist) trains
per day would not pay for the upgrade in a real hurry. That figure is an
educated guess, based on the number of trains that used to run that way
in the last few years of the line's operation, and current transport
options for tourists. They go by bus, as they can cover far more
territory in less time, and they can have snippets of lots of
attractions, rather than a whole day of one or two. Train travel,
especially over that distance, is sadly not an option. 
It is not helped by there being no SG access to Adelaide station.
