Sounds like they either need more intervention from drivers or they need
to be configurable from the control centre thiny.  That might be a bit
expensive though (maybe not that expensive).

Why don't they use transponders or something?  It might cost them a bit
to setup but if the trains supported it they could slowly implement it.
