they need an undergound bus way to reduce travel times and aviod all
the lights. expensive of course but could save 10 minutes on a trip
and be able to make more space for light rail. As bus is more of a
long distance trip into the city than an impuse thing like the light
rail would be.
or ban cars unless delivering cargo (not human) would reduce the
traffic a little but there will still be problems as most are couriers
and what have you.
