Nope, I would say that it's more to do with the privacy of the individuals
concerned.  If you were involved in an accident, would you want Joe Blow
coming and taking pictures of you missing body parts or in extreme pain?  It's
the same with the media, they're not allowed to take pictures of bodies at
accident sites, and certainly not publish any names until family is notified.
