IIRC it was supposed to be a way around Sydney metro area for western
coalies going to Port Kembla. This would have (1) freed capacity on the
metro system (2) provided an easier graded route for the coalies (3) Allowed
for a much expanded operation for Port Kembla exports (4) Got rid of
politically sensitive (at the time) noise from coal trains at night in
Sydney. This last one was in Labor electorates (again IIRC), the incoming
Griener govt. (Libs) did not win those seats and therefore did not care (he
also promised to finish it).

In the event the additional coal traffic did not materialize (not sure if
the non completion of the line had anything to do with this). May have been
a chicken and the egg thing, complete the line and the economics and
capacity improve and the additional export *may* have been there.

South coast pollies make noises about completing it from time to time and
Carr proposed it for Federation Funding, (but, I suppose, due to the fact
that there was a railway involved it was excluded from the start[sic]).
