I think my sympathies would lie with the newsagents, 5% is a pretty measly
commission.  I think it would have to be 10% to make it worthwhile for them.

No wonder Melbournians are probably the greatest fare evaders and avoiders
in Australia. If the stations are largely unstaffed, the machines are
largely inoperative, and businesses don't want to sell the tickets because
of lousy commissions, it's rather hopeless.  At least CityRail in NSW are
ahead on this score, even if they have shortcomings elsewhere.
