[NSW] Scully's Law

Steve Allan, of Brooklyn, has developed a theory about Sydney transport
problems. "I am calling it Scully's Law. Major stuff-ups seem to occur in
six-month cycles." He says that in the past six months:

First the trains are stuffed for a month.

Then the buses get all over the headlines.

And the finally ferries have a horror trot.

"Train commuters be warned. The trains are going down again real soon."
