It doesn't. But Chapel Street (IIRC) has parking all day, so they can't do
much to prevent cars using the tram lanes.

I'll be interested to see how the Toorak Road system will work. I'm not
convinced car drivers can magically merge into another lane in the middle of
a traffic jam.
