The French have a system called 'versement' or something like that.  It is a
charge on employers like a payroll tax, IIRC up to 2.5% in Paris and the
regions can set their own rate up to 1.5%.

All the funds so collected are spent on public transport.  An employer can
opt-out by buying their employees' transit tickets.  Hence the French are
not short of a franc for the new additions to Paris Metro and the new LRT
(tram, trolley bus and guided rubber tyred tram thingies) systems being
introduced in both Paris and the regional cities.

Here we have GST thrust on the workers while the payroll tax system is being
dismantled!

Once thought that I would never agree with the French, i.e. their attempts
to newk the South Pacific but I had owned 3 Renaults during the 70s.
