Unlike a bus where validation of the ticket can be relatively easily monitored
by the driver the same can't be done at stations without gates.  A bus driver
also has each passenger in close proximity for the duration of the journey,
there is no rail equivalent except perhaps on a single STA carriage train in
Adelaide.

That's aside from all gates being left open at gated stations or people being
waved through the manual gate.
