I thought Alan Williams put it very succinctly when he wrote about
pre-election politicians' behaviour in his monthly column in "Modern
Railways".

He called it "maximum promise, minimum responsibility mode".  He was
writing about the UK, of course, but I think that his comment applies
in many countries ...
