No, they would just not get rid of as many Z1s.  100 new trams are on
order now. I suspect they will not get rid of 100 Zs. There are barely
enough trams to meet the schedules even when the Ws were in service, and
the extensions to Box Hill, Knox and Docklands will make things even
tighter.
