DBAG is making a bid for EWS, not WC.

And WC are going to sell off o/seas interests asap as per W.C.' s
press release, which, in part, reads;

"CN expects WCTC to carry out its commitment to sell its minority
equity investments in overseas rail ventures as soon as possible. The
sale process for WCTC's 42.5 per cent equity interest in English,
Welsh & Scottish Railway Holdings Ltd. (EWS) may take longer, as it
will be guided by the progress of EWS's new management in improving
the railroad's operating and financial performance. EWS provides most
of the rail freight services in Great Britain, operates freight trains
through the Channel Tunnel and carries mail for the Royal Mail."

So no railway, outside Nth America, gets to be part of CN at this
stage.
