ARTC are controlling to Alice Springs under contract to ASR - ARG - G&W
(whatever they are called) who own the line.

ARG (G&W) will eventually control the line.

Much more likely to be the SAR / CR system inherited by the line
operators ARG (G&W) (if it is built that is:))
