On some of the Class 5 lines, WOLO or pseudo-WOLO conditions do NOT
merely "reduce the speed of the trains" but in fact cancel them
altogether for some hours of the day - so in effect trains are
restricted to running at night. Or if you like to look at it that way,
they do reduce the speed of the trains - to zero.
