Hmmm... He maybe referred to the fact that some modern low-floor
trams much remind of a train of two-axle trams, seen from a
technological viewpoint.

Anyway, as I pointed out in another article, one may be amazed
of how archaic the design of the European tram was 80 years ago,
in the average, of course, as there were notable exceptions...
