For short haul, say up to 15k's, through middle to high density areas
where stops ae required at say 400m spacings then a tram/light rail
system is the best option.

For stations (stops) spaced say 1.5k's apart with longer distance
commutes then rail is the answer.

Where the population density is less then you need buses as feeders to
either rail or light rail/tram.

Buses are not satisfactory for line haul services or for bringing large
numbers of commuters into a CBD.
