And when your teeth fall out, the tooth fairy comes and leaves you money.

Whether or not people pay for tickets doesn't influence service quality, it 
influences the operators bottom line. A fall in fare evasion, if left to the 
operators own devices, wouldn't improve services, it would just increase 
their 
profits.
