Two problems with this:
1. The tram stop is too far from the station. It needs to run around the 
corner into Market St to terminate closer to the station (and the bus 
terminal, for that matter).

2. The tram doesn't go "wherever they need to go". It will be useful for 
people travelling from BH and further out to Balwyn, Kew, and Nth Richmond, 
but is only one small step towards a comprehensive network.

Do they mean 25 mins BH - City total or do they mean 25 minutes could be 
saved 
off the peak hour trip time (currently up to an hour from mont albert)?

If the latter they are probably right. The trip time could be gotten down to 
perhaps 30-35 minutes Box Hill Central to Swanston St with proper traffic 
light priority and enforcement of the fairway system. The new low floor 
trams 
should be a bit quicker to board too.
