Since you're using Outhouse Express..

Go into the "Tools" menu. Select "Options".
Click on the "Send" tab across the top of the options dialog box.
Put a tick in "Include message in reply".

When replying, snip irrellevant bits of the message, and type your reply 
below the quoted text.

Clear as mud? (:
