Definitely Japan!

Switzerland probably second - but the Japanese are so far in front it is not
funny. If you find a line with something with VERY frequent services at a
regular headway at a spot where the trains cross - you will generally find
that they nearly always pass each other at the SAME spot - not near it but
at the same spot!

Modern Railways stated last year that apparently all track circuits and
point motors are duplicated!
