Never heard that one. First theory sounds far more plausible. Having 
inspected the concrete sleepering on this line, I noted that sleepers were 
turned the wrong way around, and in some cases alternated sides (for the 
extra rail clips). Would take a bit of work to guage convert the line, 
despite having these sleepers there.

There are also a number of locations in Melbourne that have these dual 
guage sleepers. The PTC also made purchase of a large number of these dual 
guage sleepers for their price. Not sure where you will see most of them 
installed, but I do know that a level crossing in Ivanhoe has them.

Would be nice for system wide guage conversion for Melbourne (and Adelaide 
for that matter), but it will never happen.
