It is very difficult for the average CityRail staff member to deal with fare
evasion as they are not trained to deal with such. If they attempted to
detain somebody, they would probably become an assault victim.

I believe CityRail Revenue Protection staff are now trained at the NSW
Police Academy and they generally work in pairs and with radio comms.

All the powers in the world are useless until the staff are trained and have
management support.
