It's a Plasser Model EM100 track recording vehicle. It was built in the
80s, and a set of standard gauge bogies was obtained in 1996. It records
track gauge, cant, twist, horizontal curve radius and transition curves.
It was also used for recording video footage of the Victorian network
for the simulator.

The EM100 is numbered as a track machine, but is generally known as the
EM100. NSW has a similar unit, numbered RVX4. Both are diesel powered,
and the pantograph is only for recording information about overhead
geometry. Does EM100 still have the pantograph fitted? Prior to 1996,
RVX4 made occasional visits to Victoria to check the standard gauge
line.
