That's essentially how many railways in Japan work. Each station
has a 'fare adjustment office' and barriers. if you don't know
what the fare to your destination is when you first enter your
boarding station (eg can't read Japanese station names on the
map), it is perfectly OK to just buy the cheapest ticket
possible then make up the difference at your destination
station.

Additionally, the South est Queensland Integrated Ticketing
Project is based on teh idea of a 'tag on tag off' ticket; that
is the fare is not charged until the end of the trip.  See
