SWU 904(c)



"When a speed board indicates that the train speed can be increased, the driver
may do so as soon as the front of the train reaches the speed board."

So, a 2km long train would probably have the back of the train going
considerably over the speed for that section of track, especially going from a
low speed to a high speed.

This is only for fixed permanent speed boards.  For turnouts and temporary speed
restrictions, SWU 904[c] and SWU 905[h] state the train speed cannot be
increased until the rear of the train is clear of the turnout or clearance
board.
