I tried downloading it from one of the websites (it was a link from the
railpage website). The program wont work downloading it and opening it from
it's location, i was wondering if anyone out there had a new or old copy of
it they could e-mail me.

The program is MVA 2.0.10

Apparently you can create some of your own city rail announcements just like
the ones heard on the platform
