The Shunt With Radio procedure *is* safety critical, which is why it was
subject to a Union ban in the Metrop for so many years. Didn't stop shunters
and NRC staff from trying to get Drivers to do it though.

Sydney airport has had a few problems lately with dickheads giving
unauthorised radio instructions.
