I think that was a decision made by BHP not NRC.
As for DBs comment re: reduced bid for FC.
This is the very reason the RTBU is pushing  for a parrallel sale or
conjunctional sale.
The NSW Government realise this now hence the announcement to sell FC.
All that is needed now is for the Feds to agree.
