They're FreightCorp employees, still covered by the conditions they were
under when it was part of State Rail. Not strictly public servants, but
close.

The Union is trying to get a 5 year guarantee of current conditions. The
window to transfer to CityRail was recently extended by another 2 years.
Before this announcement, there was a long list trying to get out but not
being released.
