That set you saw may have been R39 + L6/L7. It's not REALLY L7, but it just
says a "7" on the black target plate.

The V sets you saw were supposed to terminate on the down relief line
(platform 3) at concord west. However on wednesday morning and this morning,
because the all-stops train was approaching and the points wouldn't have
been switched over fast enough to allow the V set to cross 2 tracks and for
the down line all stops train to maintain on-time running, it just goes
straight into platform one, and moves into the up relief line, and goes back
to Flemington (if tabled).
