C frame at Central

Last night due to the city outer bieng closed all trains going to
Airport had to shunt from 20/21 to 22 via C frame. One driver didn't
relise and kept going around the Quay. I would have thought they would
have had a signal at stop so dumb pricks like this would relise they
have to shunt.
