Whitehorse Road changes classification east of Elgar Road (to main road or
arterial road or something similar) and current rules are that trams on such
roads must be in separate lanes.  It is possible, of course, to change the
classification of the road, but I think both VicRoads and Yarra Trams would
prefer separation whereever possible.

The other reasons for acquiring land are:
- VicRoads' desire to add additional traffic lanes in Elgar Road to deal
with extra traffic coming off the Eastern freeway; and
- the plans show passenger platforms at Elgar Road and Nelson Road that are
of greater width than is associated with the old-style safety zone.  They
incorporate passenger shelters.
