Sounds a bit like the Wuppertal monorail. Read misc.transport.urban-transit
for regular flamewars over why this sort of system isn't really viable.
The main reason is that it's incompatable with all other forms of fixed
rail transit.

Springvale Road has a median strip which is wide enough for light rail.
