This statement is not correct. The rule of thumb is:-
UP           south or west
DOWN    north or east.

For example, Rockhampton to Winton is UP. This is away from Brisbane thus no
compliance to national standard. Same goes for Townsville to Mt. Isa and so
forth.

It is up to Wallangarra and

This statement is correct because it complies with the "rule of thumb".
