But if you do it in conjunction with large fare increases, then maybe they
will achieve such an increase in revenue that the extra funds will enable
them to do the work necessary to reduce the delays. People won't mind paying
the higher fares, as long as it comes with a corresponding increase in
reliability. Compensate them when the system goes pear-shaped and they will
be even happier.
