I am aware of this colonial throwback from the mother
country, David.
What about the Ghan between SA, Vic and the NT.?  

No wonder National Rail Corp are squealing, imagine
which way, UP or DOWN one of their trains would be from
Brisbane to Perth via Sydney, Melbourne and Adelaide.!!
Not too mention a little bit of train renumbering
through the Premier State with its own rules.!

Well at least the Feds have got uniform Australian road
legislation with obvious "combination" restrictions.
There is NOTHING like that with rail.
