The government at a later time could decide to sell RSA and decide to kick
the whole outsourcing thing off again. To have a look at how competitive
track maintainence is performed you just have to travel regularly on the
East Hills line and note the extent of weed growth in the ballast and the
number of ballast failures. Rather alarming.
