Reading between the lines, I don't think the Adelaide Rail Track Corporation
come out smelling of roses...

To quote from one part:

"During the course of the investigation, it became apparent that different
opinions were held by ARTC, Freight Victoria and other parties about the
ownership and control of the Safeworking equipment at Ararat and the degree
of control ARTC should have over access to the interstate corridor. It was
ARTC's view that while the points were clearly on the interstate corridor
and under the jurisdiction of ARTC, the Annett Lock was considered to be a
shared asset between ARTC and Freight Victoria. ARTC considered that the
Annett key was the property of VicTrack but with the day to day control of
that key being the responsibility of Freight Victoria. ARTC management
indicated that they were comfortable with this arrangement and that they
were not aware of previous concerns held about the infrastructure and
procedures at Ararat."

Another part states:

"Freight Victoria identified five locations on their network where they hold
concerns about the integrity of the main lines. ARTC identified at least
four similar locations on its Victorian network."

New competition: where are the locations?...

ARTC: Inverlegh must be one, Ararat of course, but I'm lost for the others.
The siding at Berrybank maybe?  Maroona?

Freight Victoria: Eaglehawk - junction secured normal with an Annett Key.
In the trailing direction there are signals, in the facing direction...
zilch.  Would they count Korong Vale - just a WSa on the junction points?

Speaking of FA's locations, I was sitting in a theatrette the other day
listening to Marinus speaking.  He seemed to think that the TAC should fund
work at the FA locations, as they form 'Accident Blackspots'...
