I would suggest a Uniden 120XLT handheld scanner as giving the best 'bang
for the buck'. It has 100 memories, a search feature and includes a
rechargeable battery pack.  They are also easy to use.

Of the other Uniden models, the 60XLT does not have searching and only 10
memory channels.  Also doesn't come with battery pack. Fine for monitoring a
small number of known frequencies but not the best for your application.

The 220XLT is like a 120 XLT but also covers frequencies in the 900 MHz
region.  It has 200 memory channels - you may find this an advantage.

All of the above scanners have gaps in frequency coverage, but should still
be
OK for railbuff use.  The Uniden 3000 XLT has fewer gaps and more memories,
but some might find it a little too bulky.
