Mismatched V sets

Recently I've seen quite a few V sets that have mismatched target
plates.
Eg. A four car V set displaying V65 on one end and V5 on the other.
A six car V set displaying V25 on one end and V3?(single digit number)
on the other.
Another one was also like this but I can't remember the numbers.
Why is this?
