It's an interurban line, not a suburban line. Subtle difference.

It would depend on which route the XPT used to approach Coolangatta. There
is no need for the XPT to approach via the somewhat unfriendly terrain
around Tweed Heads, but an electric interurban line needs to go there
because that's where the passengers are.

The XPT could run inland and enter Queensland right at the airport.
