Albert has fallen for the classic management line: everyone is a criminal,
and must be punished.
If ticket machines sold all ticket types at all locations, accepted notes
and gave more than $10 change, spotchecking is all that is needed.
Half the point of owning an annual ticket is that it shouldn't have to be
poked into a machine like a daily.
No ticket should ever have to be poked into a machine more than once.
There is no logic in Albert's argument: 'some people don't pay a fare,
therefore everyone must be punished'.
