Based on nothing but supposition..I would be inclined to think this is the
case...that some L's might come into use ny FA  (might be a little foretaste
for them!!!)  As a railroad you dont hand over  prime locos for others to
use..you give them slops!!  or at best second string....pulling some "sitters"
off  of the "sleepy" tracks  makes sense. Had a funny feeling about FA and
"L's" ..be intersting to see if it pans out!!
